Talking New batteries no power 1997 Cluc Car DS 36V

OK here goes. I purchased this 36V club car ds with no batteries. I purchased new batteries and hook everything up and nothing. this cart has a coil resisters with wires that attach to the V Glide. Could the coil resistor have anything to do with not having any power? What is the best way to test the motor?
I am also thinking of upgrading the motor and adding a controller along with heavy duty F/R and solenoid. If I go this route can I get rid of the VGlide and resistors?
