Default Rear lights not working

The rear lights are not working on my early 90's 36V Club Car DS. The front work jut fine. There is a black wire running from the rear lights to the front that is not hooked up anywhere. My question is where do this wire need to be hooked up? I already have two wires running to the switch and this black wire ends right near the switch. Please see attached picture
