Default 2011 Club Car Precedent Acceleration Issue

My first cart / first post.
Need help diagnosing acceleration issue.

2011 Club Car Precedent
6" lift
22" tires
(6) x 8V batteries (1-2 year old Titans)
Everything else is stock

SYMPTOMS:

1) Solenoid does not engage (click) unless I press the pedal 50%. If I press the pedal 100%, solenoid does not engage (no click).

2) Cart will only accelerate (forward and reverse) if I press the pedal somewhere between 50% and 75%. If the cart is moving and I press beyond 75%, cart dies.

3) Cart will hit 14 mph with one rider with 75% pedal press.

4) Cart struggles up even small hills. top speed goes to 5-8 mph.

5) No idea what speed code, but previous owner said code 3

WHAT I HAVE DONE:

1) tested batteries. All are sound and give consistent readings.

2) replaced MCOR 2 with new MCOR 2

3) replaced speed sensor on motor

4) checked all wire connections. nothing obviously wrong

Is this a controller issue or solenoid issue? or something else?

Any suggestions would be appreciated.

Kinda sounds like a controller issue, but need to know what the first 6 of the serial number is so we can try to determine what controller is in it.

Did you buy it this way? Did the seller say he tried to fix the problem?
Or was it running properly when you bought it, and then this problem came about later?

The complete serial number is PH1101-xxxxx

I bought the cart this way. Previous owner said it was perfect when i picked it up. It sat for about a month before i could give it a proper drive.

Scotty suggested throttle linkage. Checked and the pedal group is clearly new and i replaced the mcor2 with an mcor 2.

I did replace the speed sensor on the motor and there was some improvement, but still “cuts out” at full pedal press and is sluggish up hill. but clearly isnt fixed 100%.

I have the service manual. Any suggestions on what tests i should try first? There are 26 tests listed.
