So i put in 3 good 12v batteries out of another cart and get the same result, so i am not sure the batteries are the only issue. Any other ideas out there? I know its weird but i think it has more power in reverse going up hills.

Are you sure those are "good"?

I guess you just mean the cart they were out of had no issues with speed up inclines?.

Correct, they were newer batteries and had no issues in the cart they came out of.

3/12 volt batteries is not a proper pack for this cart. So I'm not sure we can conclude power supply is not a problem. What batteries are these? AH capacity?

They were Trojan t1275. 150ah at 20hr. The old ones are interstate u2200ut

Latest update. I put new 6v batteries in that were the same model. Same result. Will barely climb a hill. What else can I try?

clip meter probes to B+ & M- terminals at controller to check controller output. whats the observed voltage while going up hill? then do the test again with test leads on controller terminals B+ & B-, post results.
