Sounds like a reasonable suspision and cheap enough to replace, if you want to go cheap there is a guy on ebay selling working pulls for $35 with free shipping other sellers have new ones for about $100

i got a question, who pulls perfectly working brakes off rxvs to sell on ebay. dont sound good to me. its a common failed part.

My only guess is they came from rebuilt fleet cars that were stripped to the frame and rebuilt. There is at least one you tube video that shows a time lapse sequence of a golf cart dealer that strips used fleet carts to the frame repaints, and rebuilds before selling them at a premium price. The ebay seller claims to have sold over 150 with no negative feedback, I have been thinking about buying one just to have on hand, as you say it is a common failure point.
