having to turn key off and on to move Cart

I have a 2008 RXV Freedom 48 Volt Electric Cart. When turning on the Key the cart makes buzzing sound and hear a Click, Like solenoid or brake releases,but want move. Have to turn key off and on until You hear Chirping sound,then cart will move. Any Suggestions

likely either dirt & junk keeping gas or brake pedal from returning fully to rest position. or motor brake is failing initial test sometimes, which will stop operation.
