Speed issues.
I have a 96 ezgo txt dcs 36 volt. I have replaced the a1 and a2 cables to motor with larger cables, new batteries, all new battery cables, new oversized power cables to controller and I still only get 8 mph top speed. I had my controller rebuilt. Am I wrong thinking I should have 12 to 14 mph with stock controller?

You should get around 12 to 14 with a standard controller set up for golf course use.

Has it always been slow or has it become slow? What are your battery voltages?

Yes that is slow. Too slow for the set up. Should make 10mph at least on flat.

All voltage on battery pack is good, no issue with torque up a hill but it limits it to 8. Even down a steep hill it acts like that is it's set point

Did a continuity test between a1 and (S1 s2 ) also a2 and (S1 s2). Got continuity there and was told in not supposed to.

I work on large electric motors all the time at work so I took a Crack at it. Cleaned the metal surfaces of the field and stator. Washed all the carbon dust out, let dry, and all runs 8 mph. The commutator looks clean, bearing is sounding good. Brushes are in great shape. Must be a short in the field windings or somewhere after all this work and it still runs slow.

MAybe you can get another used motor at a local cart shop just to try? Here's another crazy idea.... check your rear end gear ratio. It should be 12.44 tire revolutions to 1 motor revolution. You'll have to pull the motor and the wheel. paint white line at 12 oclock on the motor input shaft and the brake drum.... give her a spin and count
