Sounds like your on the right path. Buying stuff that won't need replacing with future upgrades is the way to go.

Theoretical cart speed is pure mathematics. You crunch the tire diameter with the gear ratio in the differential and motor RPM to get cart speed.

When you increase tire height (diameter), you get speed gain and torque loss. Stock tire height is 18", so a 23" tire height will have a 27.8% speed gain coupled with a 21.7% torque loss.

Calculating the actual speed gain from taller tires gets a little trick because of the torque loss, which is effectively increasing the mechanical drag on the motor, so it will not spin as fast with the same voltage applied as it will with stock height tires. And there are additional factors that keeps a cart from obtaining the theoretical speed gain in the real world.

The tire size stamped on the sidewalls of tires are only approximate and can be off by an inch or more in either direction.
My guess is that they will measure less than 22" tall and the max inflation pressure stamped on the sidewall is less than 10PSI.
