Default Parking Brake Sticking

Sometimes when the cart sits for a few weeks the parking brake seems to stick. The pedal pops up but the brakes seem to be grabbing and cart will barely move. I can pop the parking brake on and off a few times and it has always comes loose eventually. I read to try lubing the tubes where the cables go in. Are these tubes accessible without having to jack the cart up?

Could it be that the drums rust while sitting there for a few weeks?

When I lived in Houston, where it is very humid, my automobile would act the same way after sitting for a few days. I would have to rev it up to have the brakes break free! After a short drive, all the rust on the rotors would be knocked off and it was back to normal.

I guess it could be the shoes or the cables sticking. I have never had the wheels off. Perhaps new shoes and cables might be a good winter project.
