It's been a while since I've updated this post but here's where I stand now like I said I'll be the first to admit I'm not a club Car expert.

After getting the cart apart I've determined either it's been upside down and acid corroded everything or it's been in salt water. Every major connection was broken off. I sent the controller to Fsip and it was beyond repair.
So now I have a new f&r switch, new controller , new solenoid and every connection has been fixed. I cant get power across the solenoid even when it's jumped it doesn't click therefore I don't get power to the controller. I tried the OBC by pass that didn't work. I also tried the fuse but I don't even get power to the fuse. Any suggestions are appreciated this thing is beginning ging to look like a boat anchor.

Sounds like it might have been one of the flooded carts after the storms. One of the experts should be able to help.
