Default 97 36 volt DS resistor cart barely moves

I'm not as proficient as I need to be in these resistor carts. I'm working on one that will only move about an inch or so. Batteries check good at 38.2 and only drop to 37 at full throttle. I'm getting power through the solenoid, but I don't get bit like 6 or 8 volts on the last resistor at wide open throttle. Shouldn't it be pack voltage? I want to think v glide, but nothing looks burnt or anything. What are some other test to confirm v glide? Any other things I can check?
Thanks!

Have you pulled the cover off the Vglide and confirm the movable contact arm is not broken-melted worn out?

Make sure nobody re-wired the VGlide, the first post should have 2-cables on the outside and the wiper arm wire on the inside:

I think it's wired right. I'll double check this afternoon. Can I jump pack+ to each stage in the v glide to like bypass it to see if that is the problem? Will that hurt anything?

Found the problem. Wire from the bottom bolt to the wiper arm was broke. Couldn't see it in the covering it was in.
