Well.... The claims are they quit using that setup in 2001 but I have seen much newer carts with the old style steering. You just have one of the last of the breed. As for what is loose, at this point I would pull the entire rack and pull it apart.

Headed out of town with it this weekend so I’m going to just let it be for now in case I can’t get it apart and back together in time. However, will eventually just bite the bullet and put in a new steering rack

You can rebuild the one you have if needed but usually it is just the rack that needs replacing.
