Completely closed at rest and not move until micro click.
I can't remember where the micro is but I'm thinking down by the throttle pedal under the floor mat and access cover. Get close to the pedal and listen. You might be able to adjust the cable back on top of the transaxle on the governor arm, maybe someone cranked it in tight to get more speed? |

Thanks all for the direction
Turns out the governor and throttle linkage were way out of adjustment Now other than a bit jerky on start it is 100% better Has a bit of a gas smell but only occasional |

There should be at least a 1” pause in between the starter and motor. If the motor starts as soon as you touch the throttle, you will need to adjust your cables underneath the floor. Starter/Gen should come on between 5”-6”; motor between 4”-5”. Check this video out:
