Default Melex 512e power issue

Trying to fix up an old Melex 512e for a friend. It has brand new batteries but they don't seem to hold a charge and the cart will only run for a little while before completely losing power and stopping. After charging, the batteries seem to only stay above 6v for a tiny bit and before long they are reaching 5.2v range. One thing I noticed is that ITS accelerator switch seems to be bypassed, and the solenoid clicks when you turn on the key. Is this a matter of taking out all of the cables, cleaning contacts, etc. What should I test? Thanks
