When troubleshooting I usually make voltage measurements around the solenoid with reference to Battery negative. Just my preference. Either way is ok. As long as you measured 48.7 volts ACROSS the small terminals it should click. If you measured 48.7 volts reference to Battery negative on both small terminals with the pedal pressed the solenoid is not going to energize.
