96 club car 48v regen 1 non moving isdue

My problem has been talked about on here before , but no new responses.
When i turn cart on i hear selonoid click. I push pedal and i hear a click. Then a whine from controller. After 30 sec or so, of not pressing pedal, i hear another click. But nothing moves.
I have bat pack voltage 50v, at sll selonoid posts but nothing moves.

Any help out there?
