Im not getting any voltage on the M- /B- posts with the key on pedal pressed OR key on pedal NOT pressed...solenoid clicking

The Solenoid will not click until you press the pedal, so I don't know what you meant.

Disconnect the pack negative cable for safety.

Disconnect the cable from controller M- and measure the resistance between that cable (OEM is blue) and Controller B+ when the FNR is on forward.

The resistance should be close to indicating a continuous path through the motor coils.

If you have high resistance or open circuit (0L on the meter), you have a bad FNR switch or motor.

Post the results and we will know which way to proceed.

Is this common too??? if I check the big posts on the solenoid...it gives 37.8 key on NO pedal...press the pedal...drops to 0...then it takes about 30secs to climb back to 37.8 after the pedal is released. Is that right?

That indicates the Solenoid is working, but the voltage reading also indicates you do not have a 250Ω pre-charge resistor installed.

Do the resistance test so we can determine if there is a high current path.

No, the meter probe is on the cable that you disconnected from M-.

I do have a resistor and diode on the solenoid....could they be bad?

i got 6.2 ohms on the resistance test

hold up ...with my MM set on 2M ohms i get .546...dont ask me what I did before ...ahhahah
