Default Voltage reducer question.

Nearly finished with frame off restoration of my 2000 Club Car DS. During period of disassembly I discovered I have a 16 to 12 volt reducer. It is attached to two of the six batteries. I plan to replace it soon but for now it only runs headlights and tailights that see little use. My question is does it draw current when the lights are not on?. The wiring is a little odd to me but it works for now. Just don't want to hurt two batteries during periods on non use.

it is my understanding that it does draw current when head lights are not on .. it is why most have a wire to the key switch to only come on when cart is in use .. i would recommend if your going to change it go with 48v to 12v reducer
