Depends on what the washer is made of and how thick it is.

A silver washer would be best, but copper is next best and a lot cheaper.
I suspect you are talking about a SS washer, so let's put it into perspective.
Lead is about 140 times less conductive than copper and SS is about 3 times less conductive than lead.

That is why stacking order is important. You want the highest current carrying lug to be in the most intimate contact with the battery's lead post.

The primary function of the carbon steel and stainless steel hardware is to squeeze the copper cable lug against the lead battery post.

Yes I am talking about stainless. Stacking order does make sense. My cable lugs are against the battery post so I should not have a problem.
