Those parts are both very worn. You will need to replace them to get it tight again.

Yes, this is a 1996. The issue is in the axle holes for the spindle correct? Or am I looking at it wrong?

No point in adding washers and over tightening it, the only way to stop movement now would be to tighten it so much that you couldn't steer the cart any more. But to get it that tight you'd probably end up just braking bolts or tools. |

Stock: Wheel center / Spindles / whole axle will all be in close horizontal alignment Drop axle:- Wheel center / spindles / axle END (only) will be in close horizontal alignment, the center part of the axle will be higher. Drop spindle:- Wheel center and spindle shaft will be in alignment, axle and rotating part of spindle will be higher. |
