This is the way the factory did it on mine. If replacement is a consideration I would go with bird's suggestions. Depends how much you really need good headlights.

My bracket looks a little different so maybe they are aftermarket lights and just don't fit well. Yeah, yours sit lower and more forward than mine. Hmmm.

I think Bird may be right. Are you sure the bracket isn't bent? The lights look like they are aimed up slightly and there is a gash in the paint right by the lights where a collision may have happened.

FWIW, I mounted my LED light bar down on top of the front axle, way lower than the stock location and I like the look. It works fine and is just different enough that when I'm out driving around my buds can spot my cart out of the menagerie of carts easily.
