EzGo Workhorse not running

I have a ezgo workhorse 48v serial # 2736029 that wont run. It has a curtis sepex controller. I have replaced the solenoid and the cart runs if it is up on jack stands but as soon as all tires are on the ground and you press the pedal it will jerk forward and stop. The LED on the controller is blinking 5-5.

Battery pack is currently at 50.8v and doesnt drop below 49v when pedal is pressed. I am getting voltage on battery side of solenoid before click, and full pack voltage on controller side after solenoid clicks. I have a handheld programmer that is giving me the error code "MAIN DROPOUT"

any tips on what this could be?
