Do I need to unhook the batteries and only hook up the two I am charging or can they all stay hooked up and just connect to the two I am charging? The batteries are brand new so hope that isn’t the problem.

Leave the connected. See drawing.

Hopefully your new batteries haven't been completely destroyed by completely discharging them before the were charge the first time.

They have most likely been damaged!!!!!

Get them charged with the 12V charger, then we can try to figure out why yout TC-20484 is working right.

So it appears that I have one bad battery. It will not charge above 3.6v. So I will try to get that replaced and then see what the charger is doing. Thanks for the help so far.

Ok. So new battery is in, and charger is charging battery pack up. Currently holding at 38.10V. Thanks all for the help. Now I gotta figure the no go problem.
