Like Nole said, if the throttle signal is not correct at the controller you will just get a hum noise from the motor. Test the throttle signal as he suggested.

Here's how the black controller should run your solenoids if working normally. When you turn the key on the main solenoid should click ON. If you do nothing else you will hear it click OFF in 10 to 45 seconds (I've had two of them and the current one times out quicker). After you hear it click off by itself and you press the pedal you should hear both solenoids activate together (this assumes the dynamic brake solenoid hasn't been bypassed or disabled by a prior owner).

Ok thanks for all the knowledge. I work a day job so I work on cart in the evening if im not to tired lol. I have a bunch of test to do from this thread.

Did you verify the throttle signal was good?

Yes, as described previously. You need a throttle signal to tell the controller what to send to the motor.

You can do either. That should be a V-glide style MSP (Black Pie shaped box) by the batteries. If it is low or erratic there are internal problems you can chase or you can upgrade to an MCOR4 conversion which is what is on today's carts.
