Default 99 club car DS running slow

Put new batteries and cables in the cart and it’s running slow. The batteries are fully charged. I bought this off someone who said it was running fine. It’s 48v

How old are the batteries? What's the full charge resting voltage 12 hours after a charge cycle and have you checked the voltage under load?

They are brand new batteries and will pedal pressed in it ranges from 49-50 for over a minute until I let the pedal go

V glide and I have it opened. When I hit the pedal slowly it doesn’t start moving the wheels until after third block.
