Default 99 club car no torque/speed

My 99 club car Regen 2 all stock, but lifted, brand new batteries and have been charged, sounds like it is trying to run but will not. On jack stands the wheels will spin and slowly build speed to a point. Both solenoids pick up and contacts are closed. Checked brakes and back them off to make sure they are not dragging in the least. Around 4 volts on F1 and F2 depending on direction. What is my next check?

What is the total voltage of all the batteries? Measure with a voltage meter. I know they are new and it is a 48v cart.

Jack the rear wheels up. Run it a while and see if the resistor coil on the driver's side gets hot.

It did not warm up, I shorted around the coil with a cable and it did not change motor speed

OK. Same test. Do it again and see if the resistor across the 2 large terminals of the OTHER solenoid gets hot.

there is no large coil on the right side. its on the left only both solenoids pick up, verified by shorting across the large terminals of each with no change.

Not a resistor coil. A small resistor about 2 inches long across the large posts of the solenoid.
