Default 03 ezgo pds solenoid won't stay closed 36v

From the it's I'm getting 14v on the white wire and . 8-2.7 on the black with the pedal. The readings are in spec, I think? There's conflicting info out there. When I press the pedal solenoid closes and immediately opens, no matter what. cart never moves. Beeps when pushed, reverse beeper works, no fault codes. Pack is 38.2 solenoid tests good , does nothing also when solenoid is jumped and throttle pressed. Motor is freshly rebuilt.

The ITS voltage is in spec for a 36V PDS drive, which has a Curtis 1206MX controller.

The ITS voltages are determined by the controller and different model controllers have different ITS voltage specs, hence the conflicting information.

However, the ITS voltage has nothing to do with the solenoid closing or staying closed. With a PDS, the solenoid is closed by the controller and the pedal switch tells the controller when to close the solenoid.

B+ to the solenoid coil comes through the controller via the yellow wire and B- is applied to the solenoid coil by the controller via the blue wire. Either of them could be going away causing the solenoid to open after it closes.

There should be B+ on the yellow wire whenever the Run/Tow switch is in Run, the keyswitch is ON and a direction is selected on the F/R switch.

B+ feed through the solenoid coil, so battery pack voltage can be measured on the blue wire whenever it is being applied to the other side of the solenoid coil by the yellow wire, except when the pedal switch is closed.

Here's a drawing with the B+ voltage paths to the solenoid coil through a PDS controller highlighted and an image of a PDS controller with Pin-1 identified on the jacks.
