Default 48 volt TXT solenoid won't engage.

I need some troubleshooting guidance please. I dont think the solenoid had an issue, because if I connect pack+ to one small terminal and pack- to the other small terminal, the solenoid closes manually and the cart works properly, forward & reverse with the pedal.
But if I dont have those jumpers attached, it won't engage regardless of what I do. Key switch is bypassed, f/r switch new and working, throttle microswitch and ITS appear to be working. Like I said, if I connect external +/- to the solenoid it works properly.
Where do I troubleshoot this next? Please help!

48txt is a little different than the old txt so activation is different. You said the key is bypassed. How? Did you just connect the two wires together?

Correct, I just made a small jump wire with Male connectors on each end and connected the 2 white wires together.

I just tried another thing and that was to just connect pack ground to the blue wire small terminal. This will activate the solenoid when key is on and run/tow switch is in run. But it will disconnect when the key is off or in tow. Does that give a clue to what is wrong in the system?

Solenoid ground comes from the controller once the other things have been satisfied. So FnR selected, charger unplugged and pedal pushed. Check the small wire coming out of the back of the charger port for pack positive. If it is not there apply pack positive to the harness side of the wire and see if it runs then.

Not really, you've effectively bypassed the control portion of the controller.

To get controller to activate the solenoid for normal driving the following conditions must be met.
1. Charger disconnected from cart.
2. Run/Tow in Run.
3. Keyswitch On.
4. F/R in either F or R.
5. Pedal pressed.

The controller will also activate solenoid if cart is pushed or pulled while Run/Tow is in Run. Other switches can be in any position.

Here is a schematic for a TXT-48

So, I have 48 volts at the blue wire from the back of the charge port. But the orange/red striped wire that plugs into it only gets 35 volts. So I applied 48 volts there and applied pedal and it still doesn't do anything.

I believe that I've satisfied all of those conditions. What other tests can I perform to confirm or deny?

So the next place to check is pin 6 and pin 8. 6 is the power return from the go pedal and 8 is from the FnR switch.

What am I looking for, approx 48 volts when each is satisfied? Do I remove the harness to check or do it while attached?

If you look at the schematic they should have pack voltage when activated
