Default 99 Yamaha, clicks but wont start

I have a 1999 Yamaha gas golf cart that just clicks when you depress the gas pedal. If you lift the seat and spin the cluth cover by hand it will start up and take off. After stopping the cart it will not start again, unless you spin the cover on the clutch (being careful not to get my hand caught in it). Also when you stop the cart, it appers to have a little sound like a ball or something bouncing around inside the cover. I am assuming that the springs or weights are bad/off but I have never owned a cart before and this one started doing this the night I brought it home. Any help would be great. Thanks

First thing check the battery voltage. I have done the same thing on my cart and it was a bad battery.

If you have full battery voltage (all the time at the negative battery terminal at the starter/generater) and full battery voltage at the starter/generator lead from the solenoid, when you push on the accelerator pedal, Stop now. Remove starter and inspect/repalce the worn brushes before the starter armature is damaged. Let us know what you find.

Sounds like bad brushes in the S/G assembly, easy and cheap to replace. The sound you are hearing when rotating the driven clutch by hand is the "fly weights" dropping. You will hear this every 1/3 of a rotation. Yank the cover and check the clutch rollers for flat spots. Another easy check. Flat spotted rollers will cause some curious drive issues.
