Default How to check the starter

I have a 98 gas cart. Battery side of solenoid I have 12 volts. Solenoid clicks when pedal is depressed Starter side reads less than a volt at this time. When I unhook the starter wire from solenoid, starter side then reads 12 volts? Starter junk maybe? Any help is greatly appreciated.

Your battery should have more than 12V fully charged. Are you using a test light or a voltmeter? I would suspect a bad battery before a bad starter. How old is the battery?

Is the battery old? I'd try swapping in one from a car just to rule it out.
