Can you simply measure how deep it is, and mark that off on the splines to see if it's indeed bottoming out?

I have had the same issue. Right before the threaded shaft goes into the column, the shaft flanges out just slight enough for the adapter not to slide all the way down. You can tighten the wheel, but the bushing will come out and cause the wheel to become loose.
