it does say ITS after the model number. It only lights up when I hit the throttle and there's 4 blinks instead of 3. Sorry about that

Okay so it is programmed for ITS
 Now check your ITS signal.Put your meter - on battery main -. and lift the main control plug just enough to squeeze the test probe in to the pin with the white wire. Careful not to short out anything with the probe. With the key on cart in gear - R/R wheel off the ground and clear of obstacles Peddle up reading of 10v Peddle down reading of 6v |

I'm getting 5.6 volts when I floor and when I let off it goes to 8-9v on decel.
