Default powerwise charger not fully charging batteries

I have a 1996 ezgo txt with batterys less then a year old. My powerwise charger seems to only get batteries to 37.2 volts. I tried a friends charger and it took my batteries to 38.4 volts. I checked the diodes and fuse they are good. Could capacitor be weak and not letting it charge fully?

Capacitors in the chargers drift in value as the age.

Here is how to check them.

Yep. Should be about 60VAC without the capacitor and about 90VAC with it connected.

Here is the manual for it.

ok that allchecks good is there anything else that would keep it from reaching full charge. Does circuit board in charger come into play for that and does it usually have issues on that side,

The circuit board in the charger is a semi-smart switch. It turns the charger on if the battery pack voltage is above about 26V and turns the charger of when the on-charge voltage climbs into the 44V to 46V range.

The more common circuit board failure is not turning the charger on, rather than not turning it off , or turning it off at the wrong voltage.

What is the battery pack's on-charge voltage right before the charger shuts off?

when I used my buddies it shutoff and voltage was 40.1 volts after 12 hrs it was 37.9. With mine not sure about shutoff would have to check it after I ride around but always is around 37.1 when I go to use it after I charge it the next day.
