Ok, finally was able to check the rest of the cart. I think the F/R switch is screwy. Getting voltage at all contacts on the motor but it wont move. Voltage at the F/R switch, with it in F shows 32.2 volts and 32.8 volts when pressing the pedal at both the in and out contacts. But with it in N, it shows 12.6 volts at the in side of the F/R switch and 0.5 volts at the R side of the switch. It jumps to the battery voltage on both when put in either F or R. It seems to have voltage throughout the entire cart at 32.2 volts, when in gear, even without pressing the pedal.

If there is a resistor connected between the two large terminals on the solenoid, you will read a voltage about 5V or so less than full battery pack voltage when the pedal is not pressed. Either disregard voltage readings that you get when pedal is not pushed, or temporarily disconnect the pre-charge resistor to eliminate the confusion.
With a series drive, you have a single current path from the battery pack's main negative terminal, through the controller's MOSFETs (B- to M-), to the motor's armature, to one set of the F/R switch contacts, to the motor's stator(field) windings, back to the other set of F/R switch contacts, to the solenoid contacts and then to the main positive terminal on the battery pack. In essence, you are troubleshooting a straight piece of wire with a few lumps in it. |

Connect your DVM between the B- and M- terminals on the controller. Black test lead on the B- terminal.
Press pedal just far enough for the solenoid to click. If you do not read FULL battery pack voltage (38.2V is pack is fully charged), you have an open somewhere in the cables, connections and contacts highlighted on the attached schematic. |

Okay, you get full pack voltage between B- and M-.
Press the pedal slowly to the floor and the voltage should smoothly decrease to Zero volts. If not, either the controller is bad or throttle input to the controller is bad. Also, have you tested the motor to see if it will run? |

I have seen a bad cable end at the motor produce these symptoms

It never drops to zero, if I barely press the pedal or if I press it to the floor. This is with the black lead on B- and the red lead on M-
