ok so i got to thinking about what could cause this problem and this is what i did. the cart was working fine, i was cleaning up the cart ,i toke the plate off around the peddles and fond a lot of dirt and stuff. so i got the shop vac out and started the clean. after that i saw that the cables and bolts and levers and what not are all rusty and corroded so i hosed every thing down with WD-40 penetrating oil. could that have done something to the TPS that is on the side of the go peddle ? i am at a lose here and do not have the money for expensive parts.

also it will run in reverse a lot longer then in forward so i think it may be the TPS but i am not sure because i have never worked on a golf cart before i got this one

It will move. I was not sure what tow mode was for but yes it will move in tow mode. In run mode it will only go a few feet then it stops. Batteries have a 48.9 volts.when it stops i can flip the r&t switch back and forth and it will go a few more feet then stop again.

You need to get those batteries charged. I can't help you with anything if the batteries are bad. I say "bad" because I assume you have already charged them and still getting those bad readings.

no they have not been charged back up yet. but wont the cart still run at 48 volts?

The "runs, then drops out" leads first to low batteries, or batteries that drop horribly under load. Most people don't want to hear 'bad batteries' because that costs more than a switch. So please just charge them. If I can't know with reasonable certainty your batteries are capable of doing their job I can't help. Low state of charge does not equal any sort of certainty to me.
