With an open differentrel motor braking will do the same. Better to get brakes holding both wheel evenly. One wheel sliding can get you sideways.

Even with brakes working correctly, even a slight off camber situation, or a heavy driver, will cause one wheel to lock before the other without a limited slip diff.

Trying to use reverse while going forward is essentially the same as stalling the armature and will burn the commutator and brushes, and if done enough will cause permanent non-repairable damage to the armature.

Golf carts have limited traction, just as any other wheeled vehicle. If you're on a hill so steep it wont stop because the tires are just sliding, putting the motor in reverse isn't going to change that.

If the hill is that steep.....and you didn't say if it was asphalt, dirt, dirt\mud, gravel.....then a set of front disc brakes will be a big help in stopping.
