Did you do what crash said--

If you get fuel, you need to pull the carb and clean it,

To get it running without a key just unplug the two wires from the back of the key switch and put a jumper wire between them. push the pedal and it should turn over.
As for the oil, it should be drained and "1" quart added.
As for no gas to carb, after sitting for a year sometimes it helps to purge the fuel system to get fuel started in it and the pump wet.
The fuel pump check valve discs work and seal better when wet.
remove the fuel line from the carb and stick in a container, stick a hose 2 inches into the fuel tank filler and seal with a rag, blow in the hose until you see it come out the other end into the container.
This will show if any blockages are in the system.
The fuel pump gets its pulse from the engine crankcase. It can be tested by pulling the fuel line from the carb, sticking the end in a container and spinning the engine over.
If you get fuel, you need to pull the carb and clean it,
If you get no fuel, check the pulse line (hose runs from the block to the fuel pump) for cracks.
Also remove it from the fuel pump, spin the motor over and feel for a pulse on the end of the hose.

well I cleaned the carb and now it runs better on either but it will not stay running on it's own. Would this be because it is getting too much air? I am really lost.

is the carb adjusted properly? 1 1/2 turns out on the bigger mixture screw and 1/4 turn on the throttle stop screw.

Consider replacing the spark plug.

please clarify, the cart does not idle as a car does. push the pedal and the ignition is energised and the starter starts to spin. then as you push harder
the engine starts to fire and over ride the starter.

I thought that that is how 2 stroke carts work I believe that this cart would be a 4 stroke. I can not use the key to start it because there is no key for the ignition it was lost

I am jumping the starter solenoid to make it turn over and it actually ran for a little while as long as I sprayed a little either in it

I am still looking for a new ignition for it if anyone can help me find one

Mercel, Pull the fuel line from the carb, stick in a bottle or can, spin the motor over like you are trying to start it, does gas come from the end of the fuel line?
If it does you need to clean the carb.
If you get no fuel you have a problem with fuel supply to the carb= pick up tube, fuel pump pulse hose, fuel pump.

Have you tried our sponsors for the switch?

Edit: I just reread where you said you are getting fuel from the fuel pump so your issue is still in the carb. If you are not comfortable doing a complete teardown and soaking of your carb (don't worry, some are not) it might be time to take the carb to a compitent shop and let them do it.

Check for leaks between carb and carb joint and gaskets.
