Default 94 CLub Car - Starting Issue

I have a 94 Club Car with an 8" lift and big tires. Bought this cart a couple of weeks ago and it turns over but takes forever to start. I have this issue regardless if I choke it or not. Actually starts better without the choke. Once it starts, it runs but it does not seem to reach full throttle. Acts as if is not getting a good flow of gas. Have checked the fuel pump it it seems to be working fine.

Any suggestions on where to start looking for the problem would be appreciated.

Fuel filters appear to be fine. I have not taken the carb off yet but will give that a try.

Thanks for your suggestions.
