Blown charger fuse
The charger fuse blows immediately upon plugging in to the charger with no A/C power supplied. I checked the ohms output and there seems to be power flowing in one direction only as it is supposed to be. I used the ohms test because my volt meter does not have a test for diodes. Any suggestions?

Did you check to see if the polarity had been reversed in the charger or the cart?
