You are most likely checking them too soon after the charger shuts off, so they are reading high.
Let them sit for about 12 hours after charger shuts off and they should read about 38.2V for the whole pack and about 6.37V per battery.

The readings on the chart reflect a min. 12 hours of settling or rest after the charge. Charging will reach 44-46v. Wait .........

Read Scotties chart for 36 volt system to determine that.

Ok so just tested the batts again and got 37.8 volts total and cart still clicks and donate move and help

With the solenoid energized check for battery voltage on both big lugs on solenoid (contacts). Don't be confused by the voltage present on both lugs when cart is idle. That is the first thing high current has to get through to get to the controller B+ terminal. Refer to JohnnieB schematic diagram red lines. Good voltage = Batteries and solenoid contacts not problem.

Ok done a lil testing today on the solenoid volt is .5 to .03 with cart in gear but the controller is reading 36.8 volt and batt are reading 37.2 volt cart runs but still sluggish and no power up hill will run but every slow

You have more than one issue.

1. The batteries are not being fully charged. About 12 hours after the charger shuts off, they ought to read about 38.2V, but they are reading 37.8V, which is only 88.5% charged.

What Make/Model charger are you using?
What is the maximum the ammeter reaches when the charger is plugged into cart?
Have you checked the electrolyte levels? (Add distilled water only, if needed)

2. If you get 37.2V on one of the solenoid's large terminals and 36.8V on the other large terminal, the solenoid has bad contacts.

3. I suspect you have excessive resistance throughout the high current circuit.

Check all 13 high current cables for heat.
Clean all connections.
All 13 cables should be 4Ga or thicker.
