What you should see is the drive clutch closing and the driven clutch opening smoothly as the engine speed increases. With the governor disconnected there should be no mechanical backing off. What is more likely is that your main jet is partially blocked and causing the engine to bog down. What is it like on the road? Do you have a hand held gps or a smart phone with which you can determine the top speed? Failing that does it accelerate smoothly and then die as if it had fuel starvation?
