The M- terminal is labeled A1 on Curtis 1206MX (PDS) controllers.

If the check out procedure is saying to connect the negative test lead to M-, it might not be the correct checkout for a PDS controller.

Charged over night pack voltage is 38

Checked between a1 terminal and b+ with pedal to floor only had 17 volts

If you are still getting the welded solenoid error, that is about what I'd expect to see.

The cart is running at reduced speed, so the voltage between M- and A1 won't go all the way to pack voltage.

Did you ever get the voltage at Pins 4 & 5 to equal the voltage at B+ terminal when solenoid is activated?

When I check pins 4 and 5 do I put one led on 4 and other on 5 or do I put one on neg terminal at battery and one on each pin by it self

Measure each pin separately.

Attach negative test lead to B- terminal on controller.
Touch positive test lead to B+ terminal on controller, then J1 Pin-4, then J1 Pin-5.
All three test points should read exactly the same voltage while the solenoid is activated.

Ok b- to b+ had 19.9 volts before I pushed pedal and when I pushed pedal it went to 38 volts. And between b- and both pin 4 and 5 had 38 volts constant with out pedal pushed and also with it pushed

Also now I'm not getting the same diag code now I'm getting 4 quick beeps and the constant sound like in reverse

The voltages after the solenoid clicks are good, but the 19.9V between B- and B+ before it clicks is way off. It should only be 1-5V below pack voltage, so the controller is drawing a lot more current than it ought to be.

The 4 quick beep means the controller is in the "Freedom" mode. (Plug in J2 has Pin-1 jumped to 5 and Pin-2 jumped to 3 - red wires)

The constant beep tone isn't good. Could be bad controller.

Have you been flipping the Run/Tow switch to Tow before disconnecting or connecting stuff?

Yes that is correct should I try and disconnect power and let it sit a few min and then reconnect to see if codes will reset
