Which one is the 04 cart? Is it the one with the with the top and dirty seat?

No top on 04 cart put it on my turf2 cart

But what I think you did do which made a difference was to repair/replace some bad cables. That is probably what allowed the charger(s) to begin working.

There is allot of information in that Sticky that should help you diagnose the issues.

Keep asking any questions, we are all interested in seeing you get it running.

Read thread you posted and will be checking things out.
Went out last night and charger was working batteries were bubbling etc
Charger seemed to shut off.
This morning plugged charger back in and..... nothing again
Something in the wiring is screwed up
I'll keep checking like the thread you referred to.
But I think ripping out all wires and upgrading would be simplest but more costly.
And I could use the 36v motor

Definitely bugs in the 04 cart
