Update
Removed F and R switch tested was switching ok with ohms test Disconnected the three wires and joined orange and black and tested then orange and blue and tested R drives Still no drive F
Swapped field wires at controller and then have F whilst R is selected
Controller is not giving power to F1 or F2 when F selected Are there any further tests I could do ?

You've done all the necessary testing. The controller has failed. If the motor will run in forward or reverse, depending on how you have the wires hooked up, you've proven that the motor can run in either direction. The controller does the directional switching internally based on the signal from the F&R switch, which you've also ruled out. The controller is your problem.
