Default 1996 txt ezgo wont work

I have a 96' txt ezgo. The person I bought it from had the cart running 2 years ago. I have newer batteries in it and fully charged. For some strange reason he hard wired the solenoid to a switch and he said the cart worked just fine. well after this winter it has not ran. How do I know if the solenoid is bad???? When I flip the switch the solenoid clicks but no movement!! I was wondering if it would be an easy fix or not???? Any ideas?? Thanks Geneva40

The reason for the toggle wiring to the solenoid was probably to bypass the micro switch in the throttle assembly.
Check the voltage of your batteries at the charging port, it should be somewhere around 38v.
With the toggle switch on you should have the same 38v on both large terminals of the solenoid.

Not across the 2 large terminals, from the negative on your pack to the solenoid. When it goes click, the voltage should be the same on both sides.

If the solenoid was hard wired or key wired on it would have stayed energized for long periods of time greatly reducing its lifespan. Likely this solenoid is spent. Test to see if 36v is going in (battery side) and when it clicks coming out on the controller side

First thing, your batteries are only about 40% charged and you need to recharge. That's not your problem yet, the cart should still go even with a 40% charge.
If you're getting the same reading on both sides of the solenoid, it's probably fine.
Do you have a reverse beep with the key on and in reverse?
Based on your photos, give all the cables including the ones to the F-N-R switch a little tug and see if they are attached tightly and not broken inside.
Put the meter on the pack or the charger port and press the throttle to see where your voltage ends up. If it drops more than 10% (4v) and the cart doesn't move then you have a bad battery or connection.
Try moving your F-N-R switch back and forth a couple of times.

Yes I do hear the reverse beep w/ the key on and in reverse. There is one cable with a burn on it coming off the left big terminal off the solenoid I can see some of the wires burnt but the connection is tight just like the rest of them. The voltage did not change at all when pressing the throttle down while hearing the beep in reverse and also in foreword and back in forth. There is no movement at all
