unfortunately I am very familar with that particular charger ..... E-Z-GO considered it a disposable charger because internally it is potted and there are very few changable parts in it. I hate to say it, but I think you need a new charger.......

Took my charger to a local golf course to see if they would let me test it on some of their carts. I did not work on their carts either. Took the charger apart and saw some issue on the bottom of the board so I re-solder two that looked bad. Put the charger back together and BOOM all is good.
