Need advice,,,What's it worth????

Looking for a fixer up'er,,, Found this cart about an hour and a half from where I live. Talked to the owner, He said it ran but now it doesen't. He thinks the Batteries are bad. He is also not sure if the charger is working properly. So what is it's approximate value? Anyone have any ideas?? I'm looking for one to do some work to as in. Lift, motor upgrade, wheels and tires, and maybe convert 48v and to a 4x4?

The market is different all over but I wouldn't pay more than $200 for it. Batteries will cost $600 to $900. Charger $300 (used). And who knows what else. If you knew the charger worked I'd go $300. None running carts don't have much value. Don't trust that "it ran". If it ran then why did he let the batteries go bad? Looks like a nice clean cart!

I always tell people if you can't see it move then price it as a parts vehicle. Whether it's a golf cart, car or motorcycle.

check the frame right behind the front wheels for rust, check the battery trays for rust/corrosion. If both are clean I usually pay up to about $300 for a questionable cart. If the seller wants more I simply tell them to beg, borrow or steal a charger and get the batteries charged to prove to me that the cart will move under power. If they can show me that I'll bump them to $500.
