After working late into the night I have tested everything I could. MS switch is good. Reed swith is bypassed. Controller is good. I put my meter on B+ and M- hit the gas and it goes from 0 volts to 38 volts. Starting think it something simple but all wires and conections have been checked.

Unless the solenoid is activated (IE: Contacts closed), voltage reading between M- & B+, M- & B-, A1 & A2 and F1 & F2 are meaningless.

Activating the solenoid is a two step process.
Both B+ and B- must be sent to it.
The controller sends B- to it when certain conditions exist, the final one of those conditions being the pedal microswitch contacts closing.
In an earlier post, you stated you had negative voltage on both of the small terminals, which tells me the controller is sending B- to one side of the solenoid coil and that the coil has continuity.

B+ is supplied by the following sequence:
a. The Reed switch is the B+ source, or wherever it is connected to, if bypassed.
b. J1 Pin-4
c. J3 Pin-3
d. Run/Tow Switch
e. J3 Pin-4
f. Jumper wire in Adapter
g. J1 Pin-1
h. F/R switch
i. J1 Pin-3 (If in F or J1 Pin-2 if in R)
j. Diode in Adapter
k. J1 Pin-9
l. Keyswitch
m. J1Pin-8
n. Jumper wire in adapter
o. J1 Pin-7
p. Small terminal on solenoid.

Since the controller is sending B- to solenoid coil and the pedal switch has to get B+ from J1 Pin-8 to tell the controller to send B- to the solenoid coil, the most likely suspects are:
1. The jumper wire in the adapter that connect J1 Pin-8 to J1 Pin-7.
2. Dirty contacts in J1 Pin-7
3. The wire between J1 Pin-7 and the solenoid coil.

I have seen the jumper wire. Where would the contactor be?

If you are referring to the "Contacts" I mentioned as#2 in the list of possible suspects, they are the springlike fingers in the plug (Part of PDS wiring harness) and the pin in the jack (Part of the Adapter)

(Contactor is another word for a relay, and for what we commonly call the solenoid)

You should be able to measure B+ on the backside of Pin-8 the 10 pin Jack (J1) of the adapter and then check for it at the back side of Pin-7 of same Jack.
If it is there, the jumper wire is okay.
Then check for it at Pin-7 on the backside of the J1 plug of the PDS wiring harness.
If it is there also, the wire between J1 Pin-7 of the PDS wiring harness and the solenoid coil (Yellow wire) is bad.

I've gotta run for now, but I'll try to check back latter tonight or in AM.

Replaced the harness today and the cart still wont go. What should I check next?

I suspect you replaced the PDS to DCX Adapter rather than the cart's wiring harness.

I also suspect that "the cart still won't go" means the solenoid still isn't energizing.

Check for B- on on of solenoid's small terminals and B+ on the other.

I posted a schematic and listed the circuit path step by step in an earlier post.
Start at the beginning and follow it step by step until you find where the voltage goes missing.
