Yes.

The voltage between the Ammeter terminals (-) and the heatsink (+), should be same as voltage on the output plug terminals.

Unloaded, it will probably read about 127VDC.

If not, you were measuring the two of them in parallel and one could be open.
You could also just unbolt the diodes from the heat sink. Sorry that I forgot to mention above that the diodes need to be out of the circuit when you test them.

Take a peek at the picture in Post #7.

Press fit diodes.

The can be replaced with 1N1184 or similar.
Just bore a couple holes in the heatsink and bolt them in.

1)Diodes check good with wires detached
2) only getting 3.9vdc from ammeter to heat sink

3) when ohming out the outlet plug, i get infinite one way and 229k the other, not the resistance of the diodes

Also ohmed out the cable, all tests good. Output on the plug is 4vdc

Time to start at square one.

Remove the wires from the diodes and measure between the wires with an AC Voltmeter.

You should have 60VAC +/- 5VAC without the capacitor connected.
(Be careful disconnecting the capacitor, it will zap you even if charger isn't plugged into AC power)

If you aren't getting 60VAC, the transformer might be bad.
If you are, reconnect the capacitor.
Now you should get 9OVAC +/- 7VAC.

If not, the capacitor is bad.
If so the diodes are bad.

Finally got back to it....with diodes disconnected and cap disconnected i got 73vac. With capacitor reconnected, it went down to 6vac. Judging by your last post, bad capacitor? If so, do you know what replacement i will need? Little rust covering the cap, cant tell what it is. And as i was typing this post, i notice the cap is split on the back side. Could have saved some troubleshooting if i would have looked for the cap size earlier. Haha. Good learning experience.

Pull it out and try to read the voltage and capacitance. Voltage should be a no brainer if you can't read it, but see if it's a 20 mfd.
