Will 10" Tomberlin wheels and tires fit my 2010 precedent c.car?

Standard wheels are 8", so add an inch around the circumference and you have 10" wheels. I would think they would fit, just a little less clearance between the tire and the fender...

My 10 inch wheels with low profile tires are 18 inches tall. That may be smaller than stock height.

That depends on 2 very important measurements. The lug spacing on replacement wheels needs to be 4 on 4. What do the Tomberlin wheels measure in this area?

The other issue is tire size itself. A 10 inch wheel will accept a low-profile street tire (similar overall diameter to stock) as well as 23" mudders (which would require a substantial lift kit for clearance). What size are the Tomberlin tires?

No, that is the TIRE SIZE ONLY. And they will fit any 10" CART WHEEL correctly, as well as fit on any non-lifted cart. We still don't know if the Tomberlin WHEELS are 4 on 4 to fit your cart.
